Hi - bought a 2nd hand Apple TV 3. All plugged in but need to connect to my wifi. Powers on but the remote won’t scroll. Light flashes every time I push a button on the remote but nothing happens on the screen.

Here are the instructions for linking (again): If your Apple TV remote isn’t working - Apple Support. Do the unlinking too (step 1), to clear the previous setting (previously linked remote). The flashing light indicates receiving a signal, but the Apple TV box will only execute commands from a recognized linked remote.
Note that it is recommended to reset devices from a previous user, to clear any old user settings, and start with a clean slate. Reset or restore your Apple TV to its factory settings - Apple Support
