How can I get the close minimize and fullscreen buttons to always show in fullscreen mode

Whenever I make a window in fullscreen the red yellow and green buttons disappear. How can I get them to always show in fullscreen without moving my mouse up to the top of the screen and holding it there?

It would be nice to have the three dots in the window (like to the left of new tab)

Is this possible, and how can I do it?
