Bluetooth mouse not connecting

I have tried three different mice and have had no success. I am trying to pair a Naga Pro mouse that is bluetooth and 2.4ghz wireless. The bluetooth mode will not connect. The mouse goes through this cycle of pairing and unpairing (see video) then eventually goes back to not being paired. The mouse works fine when plugged in or while using the 2.4ghz dongle.

The Synapse software is installed. I have deleted the plist file with no success. I am running BigSur 11.3. Firmware on the mouse is completely up to date. Razer support is clueless on what could be wrong.

I ended up figuring it out. The Razer Naga Pro needs to be put in pairing mode. By pressing the scroll wheel and the two dpi buttons down at the same time for three seconds, the mouse will flash. This is buried in their manual.
