You’re paying for a shared storage pool with Apple One, and separately for 2 TB for your own use.
Whether the shared storage pool and your own “private” 2 TB storage is necessary is something you’ll have to decide, based on the size of the Apple One pool and the total storage usage across the shared and the private pool.
