I am considering buying an iPhone 12. My service is through ATT but I am no longer under contract. Can I do WiFi calling with an iPhone 12?

Yes. See the following from Make a call with Wi-Fi Calling - Apple Support

To use Wi-Fi Calling, you need an iPhone 5c or later on a supported carrier.
