Virtual Machines and APPLE

Is it OK or NOT OK to use legally a apple BIG SUR image on my mac to run a Virtual Machine? I asked how to do it before and my post was removed so I am now asking if its allowed or not? Thanks. Basically I have a 2018 MBP and I want to use BIG SUR I have downloaded but not installed, on a Virtual Machine to increase my security. Thank. Apple please dont remove this I am just asking the legalities :)
