Outlook outbound emails stuck in outbox until restart.

i have emails that will not send - stuck in outlook outbox. This is with different email service providers.

if i restart my laptop they then send, but any new emails get stuck in outbox again until next restart.

MacBook Air 13″, macOS 11.3
