screen time passcode locked out

On my daughters phone I changed the screen time passcode however it didn't update properly

and now it keeps saying incorrect passcode, even though i know its correct.

So i have tried to resest with my apple id and it keeps telling me to try again in 60 minutes

same thing continuously happening
