New ipad, new Apple ID, can't use App Store

I just got my very first iPad, 8th gen, and the first Apple product since the Apple IIe, and it has been a confusing pain in the butt trying to set it up.

I have tried several times to add an app and every time it asks me to log in and so I do.

Next I get a popup " This apple ID has not been used in the iTunes Store. Tap review to sign in, then review your account information.


I enter the password and it takes me back to the last screen with the same popup: "This apple ID has not been used in the iTunes Store. Tap review to sign in, then review your account information."


I have seen some people say you must enter credit card info and a mailing address, but there doesn't seem to be an option for that in the app store.


Why doesn't this just work?

I fixed it by logging out of the App store, then logging back in and then a screen with a bunch of settings popped up asking for my address etc. Who knows why it didn't do this the first time I logged in, but it works now.
