You need to be using the 2nd gen Apple Magic Mouse.

That is what iPadOS has been coded to work with, if using an Apple Input device.

You can ONLY use the second generation Apple Magic Mouse or Magic Trackpad.

None of the 1st gen versions of these older Apple input devices will work with iPads running iPadOS.

I am not sure what you mean by this, if you just use one or two fingers on the top of the mouse it will move about.
