HEIC error

HEIC file error could not be opened in Web ICloud on iPhone and happens with all files on web iCloud but not in iCloud app on iPhone. Reason is use web on occasion is because also have issue with syncing app with web.

Unable to access iCloud files on iPhone X Setup iCloud on my iPad and put approx 20 documents into files. All ok on iPad however cannot access them on my iPhone. The location is not visible or any of files to select to open. I closed and logged back in to iCloud on my phone a error message appeared error loading iCloud and at present loading icon continues spin ? Any advice please.

Error message attempting to retore iPAD from iCloud Bacjup Attempting to restore/settings/files from iCloud backup to new iPAD. Both on IOS 103.3. Receive error message on attempting to restore to new device from iCloud Backup. .
