My son still has his Apple watch connected to an iphone he no longer has and that number for his iPhone changed. It was also a different Apple account. I have tried everything to reset and connect his watch to his new phone.

To unpair and erase watch and remove Activation Lock.
On a computer, go to iCloud.com and sign in with your Apple ID.
Go to Find Iphone.
Select All Devices, then click your Apple Watch.
Click Erase Apple Watch.
Select Next until the device is erased.
Click the remove button next to your Apple Watch.

If you can't remember/gain access to the apple id that paired the watch to the phone.Take the watch and it's receipt along with some photo id and any other proof of ownership to an Apple Store and request that they remove the Activation Lock for you.
Otherwise the watch will be of no use to you.
I completely understand what you are saying the problem is that he no longer has the iCloud account/Apple account that the watch is connected too. He doesn’t know the password to get in and he no longer has that email or phone to get the code/email to get into his account. We have absolutely, no way to erase or disconnect it from his old iCloud account. Unless, you have a way to get into his old iCloud account and disconnect it for him. This Apple Watch at one time was connected to an at&t account if that helps.
Would a receipt from at&t work as proof of ownership
No it has to be the watch's invoice,did you try the online activation lock removal request?.
