Why can't I customize my top sites page? I've researched and have tried to look up where the toolbar might be and can't find it. Does this version of Mac not offer that?

Click "View" menu in Safari menu bar and choose "Show Favorites Bar" if it is hidden.

Later versions of Safari uses Start Page instead of Top Sites with more features.

Safari > Bookmarks >Show Start Page

Start Page dropdown sheet will appear Folder name and website icons.
