How to access iCloud data if signed out

I backed up my phones and photos to icloud

But then I signed out and returned my phones.

Is it still possible to access my photos?

Try going to iCloud.com and see if your photos are still there. Depending on what you did before you returned your phone, e.g. factory reset, your photos might still be on iCloud.com.
