Personal HotSpot and Content Restrictions

Hello:

I have been made recently aware that my children can circumvent Screen Time content restrictions by using the Personal Hotspot on their iPhones in combination with their school given Chromebooks.  This means that my 9 and 11 year olds can easily access sites like reddit and worse

undeterred, seriously undermining the value of Screen Time.

Is there a way to either:

  1. Disable Personal Hotspot on their phones. Screen Time has an option for locking down changes to cellular data but that only seems to apply to apps that change cellular data.
  2. Ensure Personal Hotspot at the least enforces explicitly blocked domains in screen time from being accessed by hotspot clients?

Thanks and open to any other ideas
