Error when attempting to federate domain in Apple Business Manager.

A company I'm working for was able to verify their domain successfully in ABM. We are now in attempts to federate the domain. While we were able to configure the connection to Azure AD, when attempting to click "Federate" next to the domain we have connected and verified, we receive the following error message from Apple Business Manager:

Title of error message window is "Federate Domain"

"An unexpected error has occurred. Contace AppleCare for more information. Learn more *link*

Details: Error Code: -23996 Error Description: -23996 -> This domain is blocked for federation."

Any assistance would be greatly appreciated.

You'll need to contact AppleCare. It sounds like the domain is either suspected of being malicious, or is already federated.

I have the same problem, and already talked with the support team, this is a bug that they have on their portal. (i opened this ticket 6 weeks ago, and so far they havent fix it)

I created a ticket with them, they escalated it to their engineers but no response from a single engineer yet. The domain was able to be added and verified, not sure why it would kick back this error message.
