iPad will change its battery charging strategy to both maximise the effective lifespan of the battery - and protect the battery from damage.

Reports seen within this Support Community suggest that the iPad Air4 is particularly sensitive to temperature - and this may be a contributory factor to observed charging behaviour. The iPad is designed to reduce the charging rate if the temperature is too high for optimal charging.

Apple’s quoted specifications for iPad’s Environmental Requirements are:

  • Operating ambient temperature: 0° to 35° C (32° to 95° F)
  • Non-operating temperature: −20° to 45° C (−4° to 113° F)
  • Relative humidity: 5% to 95% non-condensing

If your ambient temperature is above 35°C, or if your iPad is in a case (which can affect iPad’s ability to keep cool), you can expect to see your maximum battery charge being limited to ~80% of maximum. Try moving to a cooler location and/or remove the case if used.
