Do I have to upgrade to the latest OS in order for Safari to run correctly?

I have Safari Version 13.1.2 and am still running OS High Sierra version 10.13.6 due to other softwares on my MacBook Pro that won't operate on later OS versions. Safari is very slow and freezes. Is there someway to trouble shoot it or show I just go to Chrome or another browser?

Latest update always comes with new features and bug fixes.1. Update Safari, if an update is available. Update may come with bug fixes. Check whether there is any update available for macOS High Sierra.

2. Quit Safari, launch Safari holding the Shift key down.
