Pressing down on a letter to show Umlauts and Accents no longer working - now just repeats the letter

If no insight or resolve you can try the old Terminal command, copy and paste:

defaults write -g ApplePressAndHoldEnabled -bool true

Try the terminal command suggested by leroydouglas. This works for some people.
