IPOD NANO SHOWS CONNECTED BUT NOT IN ITUNES

My Ipod Nano Series 7 when connected by USB to my Itunes Library:

...Shows as connected on its screen

...But there is no Icon or evidence of a connected device in the side column of the IT Library

My library is updated to the latest version

I was able to connect the ipod to a different PC (that has no music in the library) and it managed to connect, so I did a factory restore on it successfully. But the same problem still exists on the other PC (Win 10 and totally up to date). I checked the Device Manager and the Apple device is listed there and up to date. I have tried a brand new Apple lightning cable on several different ports. I know that there is no problem here because I have other Apple devices paired to it with no problem. I have tried resetting the ipod. What am I missing here?

Hello Sterling...Thank you for your reply. I had previously referenced this exact article (along with several others) but it offered no solution. The suggestion to disconnect all other USB devices from my PC is not doable, since my ITunes library is on an EHD and needs to remain connected to be operable. I am getting no error message from ITunes after connecting via USB. I receive the "connection" sound alert from Windows, and my Ipod screen shows that it is connected, but the small device logo that normally appears in itunes when a device is connected, does not show up. I have two used iphones that I use as music players that sync with the library on my PC, and I have no problem with the process at all. This particular ipod was once synced with an older PC and still is able to connect fully, but I restored it to factory settings in hopes that I would then be able to sync it with my newer PC. So, I am still encountering the same problem. If you have any thoughts on this, let me know. JEFF
