I have tried connecting IPad Pro 12.9 5th Generation to a display monitor using hdmi cable but it is not connecting. The monitor displays no signal. Please let me know if we can connect our IPad Pro to an external monitor and how can we do it?

To connect your iPad to an HDMI Display, you will require a suitable adapter. Apple market the USB-C Digital AV Multiport Adapter:

Other options exist from third-party manufacturers, with an HDMI port incorporated within a USB-C Hub. Beware that not all support HDCP - limiting their potential ability to show HD copy-protected content.
