It's fully updated, I've tried restarting it, starting in safe mode, the works. I uninstalled my Wacom and it helped for a few days, but then it came back.

Plug in to an external monitor to test— if no issues than it points to your display, display cable hardware issue not GPU.
If it was a GPU issue it would effect the external monitor as well.
Also Screen shots come directly from the GPU not the display itself
