2019 MBP stuck on spinning globe screen

My Macbook pro 2019 only starts on spinning globe mode, and never finishes internet recovery process to the end. It showed me 1008f code, and 2003d code.


After restarting, Mac starts booting and reseting and never boot to the system. Next was spinning globe screen, without possibility to enter OS... cmd + R, or any other key option for recovering did not work for me.


It will not let me use and commands to enter recovery or disk utility. Have tried resetting SMC and PRAM to no avail. Have tried booting to external device with bootloader. This machine will not come off of the sprinning globe screen. I boot it up and it goes right to globe asking me for wifi password. I enter password and it appears to start recovery but then does not complete and starts process all over again. anyone have any help tricks to get this MBP back to operational?
