I work in a safety critical environment, and my iPhone and Apple watch have to be off and in my bag while on duty. Each text message received during work is a $10k personal fine, so this is an important question to me.
Is it possible to set up a shortcut to do all of this at once instead of going through all the button presses?

You might also want to put them both on silent mode. With the phone, there's a hardware switch on the side just above the volume buttons. With the watch, you put it on silent using the Control Center. Do that before you turn them off.
Your bag must practically be in a running dryer to be jostling enough to turn on a phone!
If they can't be used while you're working, why not just turn them off? That will have the added advantage of saving battery life while you're not using the phone. You'll get all your texts when you turn them back on again.
I do turn them off, but have had them wind up back on somehow (from the bags jostling or being bumped) so I turn all of those things off to prevent it from making noise/drawing attention…

Working on the railroad. It does get rough. I have both the phone and watch in OtterBox cases, then in special carry cases, and then in my bag, just to be sure they don’t turn on. But extra caution is used to be sure I don’t get the $10,000 personal fine per message received and lose my job/career.

I come from a long line of railroad workers! And I can absolutely understand why you wouldn't want to pay $10,000 for a text message.
