When you disable iCloud Photos and turn it on again, it will just take longer, because the Mac will upload all photos again, before it starts downloading additional photos from iCloud.

Is the system version given below your question still valid? "macOS 10.13"?

What is the status bar showing below the "Moments" in Photos for Mac? Is its still uploading? See: About the status bar in Photos for macOS - Apple Support

You will not be seeing any new photos on your Mac, before the current upload has successfully finished. If there are items show as "On this Mac Only" or "Unable to upload" you have to handle these items, before the upload to iCloud can finish.

Try going to System Preferences/iCloud (Apple ID for Catalina or later) and stop syncing by unchecking the box. Wait a couple of minutes, then check syncing. Allow time for the sync to complete. The photos sync is extremely slow. It could take several days or more for the photos to sync..

Last resort  - have you tried signing out of iCloud, restarting, and then sign back in?

As per the article Use iCloud Photos to store photos in iCloud - Apple Support

After you turn off iCloud Photos, edits you make to photos on your Mac don’t appear on your other devices, and new photos you take aren’t added to Photos on your Mac. Your library remains in iCloud and available to other devices that use iCloud Photos.

Did you set photo library and its preferences Set up and use iCloud Photos - Apple Support

When you turn on iCloud Photos, the time it takes for your photos and videos to upload to iCloud depends on the size of your collection and your internet speed. If you have a large collection of photos and videos, your upload might take more time than usual. You can see the status and pause the upload for one day.

It might take months to sync , check your network speed https://www.speedtest.net

As you wrote - the last photos they're there and in my Iphone and iPad. ( are iPhone / iPad updated )

Are three devices signed in with same Apple ID and password on the same network .

You have another method to transfer photos from iPhone / iPad to Mac see the articles Sync your photos manually using the Finder - Apple Support

If you have weak network speed sync the device using USB cable see the articles Overview of syncing your Mac and your devices - Apple Support

Note : syncing photos using a USB cable is faster and superior .

Thank you, Pancho Mac. My Spanish is not good enough to see if "cargando" is referring to "uploading to iCloud" or "downloading from iCloud".

However, it seems you succeeded to repair your Photos Library with the key combination ⌥⌘ . This will result in a complete, new upload of all your photos from the Mac into the iCloud Photos Library. This is not a simple upload, but a merging of your repaired library into the existing iCloud Photos Library, which will take a very long time, as it is not a simply upload. This depends on the size of your library. For my library with roughly 50000 photos and videos the new upload after a repair will usually take a few days, still a lot faster than a complete upload of a new library that is not yet in iCloud. But I am using the Library Repair only as a last resort, because of the lengthy new upload after a repair.

Once the repaired library has been compared to your iCloud Photos Library, Photos should finally start to download the new items from iCloud, that are missing on your Mac.

Hello Everybody.

Yesterday restored photos ( command + options) and your new status in "restoring from iCloud". I Leave all night working my macbook but there is no any change. :( Is really very slow icloud?. :(

The photos and icloud are well configured as indicated by apple. I sync photos from my iphone using finder but i need icloud to work as it should. My network speed is 590 Down / 210 Up. All divide uses the same network and they are synchronized with icloud.com.

I don't understand why the sync failed. The last photo that was downloaded to the macbook is from April 26, and that week BigSur 11.3 appeared. Is it related?

  • My wife has a 2014 macbook with bigsur 11.4 and has the same problem as mine and the same date that I stopped updating.

  • My son has a macbook 2012 with Catalina is connected to the same network and Your iCloud works correctly.

Léonie: The status bar said in spanish " cargando 23.615 elementos", but today say restoring from iCloud.

Thank.!
