Adding music to apple watch
Some albums have a ! With a circle around it when added to Apple Watch music library and will not sync/add to watch.

Could it be lack of storage? There is an 8 GB limit for media after all. In the Watch app, check what Settings > General > Usage is reporting.
Usually that exclamation mark in iTunes means that the audio file is no longer in the same place. Does it help if you delete and re-add some of those synced albums?
Yes - it is downloaded to the phone. It is from Apple Music and appears to be no different from other music on the phone.
Plenty of storage. I recall that symbol in iTunes. These albums were directly downloaded to phone from Apple Music. They are on phone and play fine. Will try to delete and redownload.
