Setting up administrators on iPhone

How do I go about setting up administrative users on my iPhone, such that other people cannot install, delete, or modify apps and settings? Also, how can I make this so that this applies across my families devices? I want to be the administrator for my child's iPhone as well. I hope this is not a separate question, but this popped in my mind because I noticed that when I set up a VPN on my iPhone, I noticed that a simple disabling of the VPN option in settings will totally undo the firewall that I have set up. I do not want them to be able to do this so easily.

You can manage some things when sharing the device with others, consider:

Use Screen Time on your iPhone, iPad, or iPod touch

Use Guided Access with iPhone, iPad, and iPod touch
