I bought a used Ipod touch and it goes to a activation page with the old owners info, can't
hard reset or restore. what can I do to get my information into the ipod. its a model A1421 and serial #CC*******MJF

You will need to contact the previous owner. There is no known way to bypass activation lock without the assistance of the previous owner.

If you cannot contact the previous owner and if you purchased the iPad through a 3rd party (e.g., ebay) contact the 3rd party to see if you can get a refund.
