iCloud syncing Safari tabs and Safari Frequently Visited Sites not working

Ipad Air2 - iOS 14.6(18F72), iPhone 7 iOS 14.6(18F72) and MPB, 16" 2019 Catalina 10.15.7 (19H1217)

My devices seem to having issues syncing cloud safari tabs and Frequently Visited Sites not working. Originally I noticed that my Frequently Visited Sites - FVS - only working on my MBP and not iPad or iPhone. But now, after trouble shooting and doing some resets I do not see it, FVS , working now on MBP or anywhere else.

On iPhone I have iCloud Safari checked and FVS enabled in Settings, Safari

On iPad I have iCloud Safari checked and FVS enabled in Settings, Safari

On MBP I have iCloud Safari checked and FVS enabled in Safari home page menu

On all devices I have unchecked and rechecked safari in iCloud multiple times both syncing and not syncing info when re-enabled. Unchecked and rechecked FVS. Signed out and back in iCloud. Deleted iPad cloud tabs only to have them come back.

Can anyone lay out what the issue might be and how to get the old not used cloud tabs to go away? How to get the syncing tabs current and working? And how to get FVS working on all devices?

I cannot find that this is an issue in my current version Os's.... Tks
