I downloaded two PDFs from a website to my hard drive. Somehow these PDFs got flipped as they were saved. When I open them in Preview, they are reversed. I want to flip them, but the Flip Horizontal tool is grayed out.
I am in Preview 11.0 (1018.6.2). Can I flip a PDF in Preview?
Or do I need to try Acrobat?

Eventually I found my answer in Safari. What I had been doing was exporting the documents to PDF. Somehow Safari exported the documents reversed. With further experimentation I found that choosing File>Print pushed the PDF out of Safari and onto my hard drive as I wanted.

If it is a multipage PDF, you press ⌘A to select all thumbnails and then press ⌘R twice to rotate the entire PDF to the new flipped orientation. Save it.
The Flip Horizontal and Flip Vertical menu items are reserved for images, not PDF.
Tested: macOS 11.4
Good result.
