Data Transfer hang up?

Transferring data from iPad Air 2 to iPad Air 4 - data was transferred. Now I’m in Settings where I received a code and had to enter my Apple Password. So I did. For about the past 15 minutes it is buffering in the “Continue” line under “update Apple settings” - it seems frozen. Nothing happens when I hit Continue. Is this normal? (Nothing is live on the screen when I touch icons).

**Theres a message above the Continue line (under Update Apple Settings) that says “Some account services require you to sign in again” — what to do now? Thank you.
