"Hey Siri" will turn on my Apple TV but not the TV

when I try to turn on my Apple TV by saying "Hey Siri, turn on the Apple TV" on my iPhone, it does turn on, but the TV connected to it won't.

Yes, my TV supports CEC and it is activated on both devices, if I turn on my Apple TV via remote control the TV WILL turn on, just not with the Siri command.

I find this really strange and from what I've looked up so far it looks like it should work.

Might there be a setting I'm missing?
