How do I stop iPhone and MacBook from automatically saving all my passwords?

I've made a point of not saving passwords and not using keychain on my MacBook and somehow my new iPhone has a list with all of them. Are they being saved automatically without asking me? How do I stop that?

iPhone SE, iOS 14

Go to Settings/[your name]/iCloud and turn off Keychain. Then go to Settings/Passwords and turn off Autofill Passwords. You may have to delete the saved passwords; I’ve never tried.
