Deleted items from icloud

I switch icloued drive off and I can’t find folders or files anymore after I switch it on, and can’t find it in recently deleted

please help me to recover them

On iOS 12 or earlier, tap New Folder . If you don't see New Folder or it's gray, then the third-party cloud service doesn't support new folders.
