The "play sound on startup" option is not available

In Catalina the option must be set with the Terminal application.

To enable the startup chime start Terminal and enter:

sudo nvram StartupMute=%00

you will be asked to enter your admin password.

To disable the startup chime start Terminal and enter:

sudo nvram StartupMute=%01

you will be asked to enter your admin password.

Turn the Mac startup sound on or off - Apple Support:

That is an option only available in macOS Big Sur.

It is only available on certain Macs. Yours may not be one of those.

I don't know which models it applies to, though.
