Other Thoughts:
I. Restart your Router:
Unplug your router for 30 seconds, and then power it back on. Sometimes, there is a spike in electricity, and items become interrupted. Also, contact your Internet Provider, as they provide the service - perhaps there was utility work down the street from your location.
II. Reset your SMC and your NVRAM:
Sometimes changes are made to the system and then settings (i.e. for macOS) become manipulated, in the technically. So, reset both on your Mac. See if it now works as intended.
III. Boot into Safe Mode:
Boot into Safe Mode (Hold down the Shift key upon boot). See if this still occurs. In Safe Mode, items open by default and login items do not open after login, with all caches are set aside. See if it then works. Then, restart the Mac, and log in to the same user as you are in now. See if it now works. Logging into Safe Mode may fix a few things.
IV. Rid of Running Items:
Boot into Safe Mode, and rid of whatever is not needed as a Login Item
A. First check. the list of Login Items:
B. Then, Check Force Quit:
See if an application is not responding. If that is the case, Force Quit it.
V. Verify your Drive: Repair your Disk in Disk Utility

You are welcome.
Provide Apple Feedback:
Apple wont get back to you directly, but the more feedback they receive on this the more they will know what is occurring, and how it can be fixed.
