none of my downloaded music from Apple library will play offline. It plays for 15 seconds then stops. I have deleted all music, re-downloaded, reset settings, rebooted phone, still it works for a while then goes back to same scenario of not playing.

I wasn’t. The update hadn’t came through to my phone until I contacted apple. They got it fixed for me.
I have the same issue, if my music is turned off in the cellular settings, I can’t play my downloaded music. When it is turned on it chews the data, 1gig in a week with moderate listening.
Yeah definitely seemed like Dolby atmos was the issue, it started as soon as the app updated itself
