I have tried both the USB-C port and the HDMI on the Mac Mini.

As far as the Mac mini, are you talking about a new M1 unit? Also, what do you mean by "power up"? Makes it sound as if you are expecting the Mini to provide AC "power" to the monitor. I presume that you mean to say that the monitor is in fact powered up, but is just not displaying content, sent from the mini.
I can't speak to the LG 5K, but I do have an LG 4K connected to mine, without issue. Without knowing more of the specifics you are, or are not, seeing, my only advice would be to use the LG onscreen settings menu to be sure that you have the correct input selected.
As for the cable, I am trying both types.
The monitor has no buttons anywhere and only has USB-C prorts

Your post is confusing. You mention the HDMI being connected, but then talk about USB-C. You are not trying to use a cable to convert from USB-C to HDMI, are you?
One cable, or the other, output/input is all you need. Can't speak to your onscreen settings as I have a different LG than you do. With mine, it is a button on the bottom edge of the monitor. Not facing the user, but facing down toward the desktop. Your user manual, or a quick search online, should show you where yours is.
My monitor is not automatic in sensing input. It must be manually set. If you are not sure where your settings button is at, fair odds that you have never set the monitor to the correct input, and that is your problem.
