rotate photo in iCloud

Had some extra time so I've been going through all my phots in the cloud and as I scroll through, a photo shows up vertical and wasn't taken that way. I am viewing them individually so the photo is already full screen. Can not find any edit or rotate icon anywhere even though all the articles I've read say they are there. Help

We can definitely understand wanting to edit your Photos and rotate them. How are you going about doing this? You've tagged a Mac in your post but you are under the iCloud on my iOS device topic, are you using the Photos app on your Mac or on your iPhone?
