My personal hotspot isn’t working and i contacted my local service provider vodafone egypt and they said they had nothing to do with it

Vodafone gave you a line of hooey. They are indeed responsible for Hotspot service. Apple doesn't have ANYTHING to do with Hotspot. Elevate this higher within Vodafone and speak with someone else.

Cellular hotspot is a carrier feature. Contact Vodafone again and ask to speak with a supervisor if the first person you speak to isn't able to help.
