I changed my phone SIM card and now I am neither able make or receive calls. Obviously can't phone Apple Support. Have chattered to support but they can't solve the problem. I can't go to a genius bar because of mandatory lockdown restrictions. I need to call my doctor for consultation but am stuck. Can I get some help please?

OK. You change the SIM. Is this a new SIM from the same carrier you were using previously, or are you switching carriers?
If you are switching carriers, is the phone unlocked for use on other carriers?
Have you tried putting the old SIM back in to see if it still works?
Tried chatting for hours without success. Then decided ti contact the community. Have strict lockdown restrictions here and phone is not working, difficult situation.
When you got this new SIM, was it activated by the carrier? Is this a PAYG SIM?

Yes, it was activated by IINET, it's carrier i think is Vodafone. No, it's not a PAYG SIM.
You will want to check with them then about the inability to make phone calls. The link that SravanKrA provided also gives you troubleshooting steps.
