If you are attempting to send to a non-Apple recipient, your message (regardless of what device it originated on) must literally pass through your iPhone [which must be powered on and in range of cell service] to be transferred from Apple messaging to SMS text messaging.


You also need to change a setting in your iPhone:


Settings > Messages > Text Message forwarding ...


... to allow your specific source device to forward messages through your iPhone.

(and of course, all must be using the SAME Apple-ID)
