Can't delete a white icon 'ghost' app...

I've got an iPad 8, i.O.S. 14.6

I've been having trouble with an App this morning (which has been working fine up to now), so I deleted it and re-installed. However, the icon is now just a plain white square with the line grid and the name under it. It doesn't seem to be still downloading, but it won't open, and when I tap and hold it to delete it, then hard restart, it's still there. I can't re-download it from the App store, as it just has the option to 'open' not 'download.'

I can't see the App in Settings>General>iPad Storage so can't delete it from there.

I'm pretty much out of ideas, so if anyone can help...
