When your iPhone sends a call to voicemail is not based on the number of rings, it is based on time. It has to do with the amount of time for the setup and delivery of the call. While for most carriers this is on average 30 seconds, some carriers have the ability to adjust it slightly, but not all do. And, even if they can adjust it, it is a very small adjustment.

To be honest, if you are at 5 rings, you are higher than most. Many only have enough time for 4 rings. As Johnathan said though, you have to contact your carrier.
