iCloud not loading in Files or iMovie

When I try to play a video iMovie says "Some of the videos in this project are being downloaded from iCloud". When I tap edit and tap add media the video appears in the downloads section with a cloud on it but tapping on it does nothing. Tapping play on the original video in Photos just shows a buffering wheel. This is even when I am connected to a WiFi network. Additionally, although my settings are set up to automatically backup many programs to iCloud, these do not appear under my iCloud file in the Files program. How can I access my iCloud files?
