That usually means “they” (whoever “they” is here) got your Apple ID password…

If you think your Apple ID has been compromised - Apple Support

…or that “they” accessed your data from some breached service. There have been troves of data released by various breached entities. And password re-use, weak passwords, and password leaks from smaller services effect us ~all.

Have you tried to alter the iOS version or did you give your phone to someone with full access who might have done this too? If not, your phone is not jailbroken.

Do a spotlight search for the word Cydia.
