Apple ID

I gave my old phone to a friend so she could play games while she doesn’t have her own phone. She wanted to make her own Apple ID but doesn’t have a phone number. I let her use my number but I’m just wondering if this is against apples terms of service? I tried to look it up and couldn’t find anything.

I don't see that it would be. You could have several people living together all sharing the same landline and each needing to create an Apple ID with a telephone number which would be the same. The only issue is when she gets her own telephone number she should remember to change it in her information. There's various scenarios where she might lose access to your telephone and she might want something more reliable.
