Unless you can get a hold of the former owner, you will not be able to remove Activation Lock on this iPhone. This is Apple's anti-theft measure to prevent this phone from being used by anyone other than its owner.
It is also possible that this phone was lost or stolen. I would suggest that you turn it into your local law enforcement agency. No one here, nor Apple can help you find the original owner, nor can we help you unlock it.

Nothing the phone is useless.
As I mentioned, Apple nor an Apple Authorized Service Provider can help you with this. As far as they are concerned, you are in possession of a lost or stolen iPhone. As the others have already mentioned, you will NOT be able to use this phone unless you can get the original owner to remove the Activation Lock. Visiting an Apple store will not make any difference as they will want to see a "Proof of Purchase" which you will not have. This phone was thrown out for a reason. My guess is that the person that gave it to you could not unlock it either.

I repeat the phone is useless, as outlined by Tesserax.
No abracabra will make that phone work for you.
You can return it: https://support.apple.com/en-us/HT211231
Otherwise, recycle it responsibly. The device is useless.
