When i open my icloud photos folder on my windows pc it syncs but takes up to 10 minutes to do so even if It synced a few minutes before. So I cannot access the photos until it finishes. The pc and internet are fast. The photos are all marked 'always keep on this device' on the pc. There are about 2,500 photos.
Why would it take so long to sync if the photos are already on the pc?

The article says to pin the photos to keep them on the device by checking the keep on this device box. I did say I had already done this so all my photos have the green circle with a white tick.
My task manager shows no network activity during the sync so I cannot see why the progress bar moves so slowly across the top of the page.
