Is there a way to move photos into a new album and be able to delete them from the primary album without them being also deleted from the new album?

I believe by stating Primary Album, you mean the All Photos category. The answer to your question is a NO. This is because the actual Photo is not in two places. When you assign an album to a photo, then it gets labeled with the name of that album. It does not 'move' to that album however appears under that label/album. The photo will continue to appear under All Photos.
